First, you have to REALLY hate a race, culture ,or religion so bad that you want them wiped off the map.
Second, they have to own or occupy land that you feel is rightfully yours or have a really good political reason to want them gone.
Third, you need a means in which to destroy them, completely.
And last, you need to get the UN involved from the very beginning so that they can slow the intervention process by the rest of the world.

Genocide is an attempt for absolute domination through sheer terror and brute force. The military is moree or less always involved as it needs an organised force which will carry out orders without questioning The troops are motivated into thinking they are doing something right in the greater interests of the nation/race/religion, whatever the case may be. The onset of a genocide is evident when the more powerful force is finding no other means to exert its domination and is unwilling to condece to the demands of the lesser force, even if the latter is the majority. A country may be facing an independence struggle by a section of the people and this may lead to genocide in the name of saving the sovereignty of the country.

Genocide: the deliberate extermination of a race or other group.
I think it's because someone wants their land. It could even be because they were raised to hate some groups and don't see anything wrong at all in getting 'rid' of them. (KKK is a classical example in America). Mostly one would be hard pressed to find a 'logical' reason. There is no logic in exterminating a whole race of people - but mankind isn't known for logical decisions. If "history speaks" it's speaking loud and clear on this one!!!

For one thing, you could commit genocide to end a war, by using two nuclear bombs. Or, you could dump tons of pollutants into a river and kill thousands of people for whom that river is the main source of drinking water, simply because it is a little more expensive to dispose of the pollutants safely. Or, you could commit genocide to grab land that someone else lives on, because the land contains petroleum products, diamonds, gold, or something like that. Of course, once you get the land after killing everyone on it, you need to commit genocide again, to get people to work the land. For instance, more than 8,000 out of every 10,000 slaves brought from Africa to the US, died, either while being captured, while on board the ship, or while trying to run away. Toni Morrison's novel, "Beloved" is about a woman who cuts her infant daughter's throat rather than allow her to become a slave. If you are insane and powerful, like Hitler, you commit genocide just because you can.
