To answer your first question:
1.) Each woman's body varies and is different. You will eventually see a rise in pubic hairs. Just calm down, you're normal. Be grateful for now because pubic hairs get in the way some times!

You have not finished puberty yet so you have no pubic hair. This is not a problem. There is no need to shave this area if you don't have any hair so stop with the shaving before you accidently cut yourself. Masturbation is fine. As for toys..........at age 15 the only way you could possibly get any is to find an adult to buy them for you or lie about your age and order them off of the internet. At 15 you really don't need toys and should concentrate of exploring your body and finding out what feels good and what doesn't.
