Audacity will do this, I believe ... however don't expect to get the quality back lost by originally sampling it at 32kHz. It will still sound just as bad resampled at 44.1 kHz.

Edit - yes Audacity will resample it. Just read someone else asking about it in the Audacity forums:

I guess it would be useful to resample it for easy CD burning... didn't think about that.

A) the theoretical optimum audio frequency that would desire to be recorded on a CD is 22.05 kilohertz. This assumes a low circulate filter out that block any audio above 22.05 kilohertz. B) the conversion time might desire to be no longer as much as a million/40 4,a hundred seconds = 22.676 microseconds
