Because you don't need energy flow (amps) to check voltage. Your meter can check for voltage in both open and closed circuits. If you tried to check voltage in a series connection in a closed circuit, you would only see the voltage dropped at your meter, and that wouldn't be the voltage applied to the load in your circuit. You can (kind of) use your meter in a series situation if you're trying to check for a bad switch in an otherwise closed circuit. If you put your probes on both sides of the switch with the voltage on, and see this voltage readout on your meter, than you know that the switch is the open point in the circuit.

voltmeter is meant for determining the potential difference or voltage drop across the wire in any circuit.
for determinig voltage we use V=I x R means voltage =
current flowing in the wire x resistance in that wire.

this multiplication of resistance and currrent counts towards the potential drop(as we know that current flow from high to low potential) this drop of potential is called voltage across that wire and to measure that we should know the potential of both ends to calculate the difference between potential at both ends.
for this the voltmeter is connected across two terminals of that branch of circuit called as voltmeter is added in parallel.
