The best book I found that teaches Quilling I found at Michael's where I used my discount coupon for, it's got very detailed instructions with pictures, tons of patterns the tool & practice strips. It's called Tworled Paper by Jacqueline Lee--it's wire bound so lays flat while you're working and it's printed by Klutz. It really isn't that difficult. Have you ever curled ribbon on a present to someone? If so you can do it.
Get a beginner kit that includes the paper and the tool with instructions. Lots cheaper than a class and definitely easy thing to learn.
Google Quilling and see what you get. Also could try About.com

I just did a Yahoo search for free quilling instructions, and many interesting sites came up (too many to enumerate). I'm sure if you do the same, you'll find many of interest.
