You might have spyware not detected by Norton. Try AdAware (www.lavasoft.com) and Spybot Search and Destroy(www.safer-networking.org)
There are also some programs that will check the net periodically for updates. It could be legitimate software.

Your Internet connection will never be 100% dormant while you are not using it. Your modem will send a ping from time to time to your ISP to keep the connection alive, but this is only a quick transmission and should not cause your connection to remain constantly active.
If your e-mail program is open then it may constantly check for new mail in the background, your anti-virus software may sometimes check for new updates.

You can download Avast. Is a free antivirus. Also you can download AdAware. It detects spyware also. Get also a good firewall if not using WinXP. Windows XP has an integrated firewall. Yahoo search those.
When installing those programs, first turn off the computer and unplug your internet cable. Then turn the computer on again. Now install the programs. Norton is not as good at it was. I had it, and my computer got too many bugs. I use Avast now, and no hassle.

Maybe the simplest way is to install and use Zone Alarm, the free firewall software (for home use). It has a simple toggle that locks internet traffic. Maybe your norton has this capability also.
Then I would start with Ad-Aware 6, Microsoft Defender, and Spybot Search & Destroy.
Don't rule out the possibility the traffic you notice may just be software updates.... OR, if you are just looking at the modem or router lights, it may not be downloading anything at all. The modem always communicates with the verification server, and the router always communicates with the modem....HENCE, constant lights blinking.

It probably is a trojan or a root kit. It may have properties that Norton doesn't look for. You can download trojan scanners and root kit cleaners from the WWW. Just go to Google and type in Trojan or Root kit.

If after you've tried EVERYTHING else and you still have spyware, download blacklight to check for rootkit. It will identify any processes, but won't match them against being spyware. Generally you're safe to get rid / rename anything in there, as there are few pieces of software that legitimately use it.

norton is crap and a memory hog at that. this free tool will help you http://spywareterminator.com and remember to run updates after you download it. I also use spyware doctor as a antivirus but you have to pay for it. they both do an excelent job. good luck.

most virus are spread through IE. IE is not a safe browser. you should use a more secure browser to protect your PC from virus.
i recommand you to use firefox with Google toolbar. firefox can block any any popup and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE browser. as you know, most of virus spread throught internet and webpage.
besides, firefox is much smaller than IE, so it run faster than IE.
