I squatted down to look at books on the bottom shelf....and unknown to me; I see this man peering through the book racks straight up my skirt!!!!! I was wearing a short skirt; heels and pantyhose. Worse I was not squating with my legs together;
because I had no idea someone would be looking and I don't wear panties with hose. Creepy

Too bad you can't make him dress in a short skirt, heels & pantyhose so he can see what it feels like to have that happen to him.

Very Creepy indeed. Now I hate to tell you this and you are not going to like it, but the U.S. Supreme Court ruled that looking up a woman's skirt while she is stooping, bending walking overhead (as if going up a ladder, stairs, or catwalk), or even taking one of those "up-skirt" photo's is perfectly legal. I know it stinks.

But, if he lifts your skirt to do the same thing, then you have a case for sexual harassment.

The basis of this ruling is since the skirt (or dress) is open to the outside air and the bottom does not cover your private areas, then the views fall among the public domain laws as would someone looking at your face.

If they take photos and publish them, then you have grounds to sue for using your likeness without your permission.

I know it really stinks and you didn't want to hear it, but that is the law.

Best advice, from now on wear panties even with pantyhose and when stooping or squatting down, do so with your legs together so no one can get a free show.

Wait a minute .......

You wore a short skirt -- presumably to show off your legs
You wore no underwear
You squatted down
You opened your legs wide ..........

These were YOUR choices and not choices which chould be construed as reasonably modest -- just the opposite. In comparable circumstances a male would be accused of indecent exposure.

If you don't want anyone to look, don't lead them on. One of the reasons most women would wear underwear is precisely to cover the area in question.

Just smile knowing you gave the guy a thrill. Really what harm was done? A lot of girls flash guys for fun. Later in life you will be able to look back at this and laugh about it. Everyone needs to lighten up!

It is unfortunate for you. I assume this might have been a lucky shot for him. If modesty is what you are after I would attempt to wear panties and squat with legs together.

well, i guess you should have expected that in one way or another you would probably get some attention... specially from guys...you know how they are... but right now... you can't do anything about it... coz what's done is done, unless you managed to get his name, address and phone number, which i doubt you got coz you were too shocked i guess... and it can't be prevented either way coz you're legs are apart and man...you're wearing askirt come on...guys are suckers for skirt...you know what i mean... next time be more careful...

well Kathy when a good looking lady squats down in front of me... i ALWAYS LOOK AWAY! NOT! just bad timing. shake it off...rub some dirt on it you will be OK. he did nothing wrong. maybe you should be arrested for indecent exposure since you did not close your legs? Just kidding.

I may have the wrong approach to answering that question, but I think I would have had to say something like, "O My God You Pervert!", and then proceeded with threats if he didn't stop starring. The outfit may have left you a at a disadvantage, but no one is allowed the right to be rude and harrassing. You may want to consider your surroundings before wearing the outfit again.

Dont freak out. Most of us upskirters are harmless. Just want a view of your panties for a later masturbation session, thinking of you, honey.
