I think what you can do,is give him/her what you can do best and what she/he really likes the most..
Becoz,in my opinion,what makes someone feels very special and appreciated,is when someone gives them a gift that he/she really wnts at time,very useful,and unpredictable.
Becoz In my opinion,it doesn't needs to be very expensive,but what is important is the ur sincerity...

easy mate I'm still recovering from Xmas and have yet to celebrate new years! I'm lucky this yer because it's his turn to plan the big surprise, but i will buy him something of course not sure what yet.

Carriage ride and flowers.
or
A nice piece of jewelry, like a bracelet (usually safe and many varieties)
or
send her a singing quartet (hubby did this once and made me cry)
or
Write her a poem and give it to her during a nice dinner at a restaurant or romantic picnic
or
a dozen jewel toned pink and purple balloons tied to one of those nice weights with a sweet note attached (very affordable)

I like to take them back to the place where we first met and make a picnic lunch or a romantic dinner... chocolate and flowers are so dead
