There is only place in the continental united states where the weather is great to garden 365 days a year. America's Finest City..... SAN DIEGO CALIFORNIA.
The easiest job in the world is that of a TV weatherman in San Diego.

Every place has its drawbacks. I think anything in zone 8/9 that does not have water rationing would be best, especially if on the coast, as in Georgia, Florida and California.

I live in central Florida, zone 9/10. Most of the plants I loved further north, such as lilacs, peonies and bulb flowers, won't bloom here. It's too hot to break dormancy. But I have roses year-round, and gardenias in season.

If you meant "vegetable gardening," the zones would still pertain, although then you have to consider humidity, soil and area pests. And water rationing would really matter for vegetables.

I would think any southern state from east to west. I live in Michigan and we get to much snow for that. Although we have no snow this year, A week in November and that has been it.

HOT BED AND HOT HOUSE GARDENS ARE POPULAR IF U WANT TO TRY SMALL GARDENING.

I am in Texas, and we don't have any snow where i am, and as long as you water in the warmer months you can garden pretty much year round.
