Don't really care for Thomas Jefferson. John Adams is my man. Hillary will make an interesting president if people would vote for her. G. Washington was in the creation of the congress as in setting the institution and the precedents for the congress. Not sure if that's what you mean by created.
John Adams helped to start the discussion for the current constitution to replace the miserably failed Articles of Confederation. James Madison drafted the words. The delegates in Philadelphia completed the final task. The word, 'creation', does not seem justified for the whole process.
