With the speaker icon in the bottom right.

Static can come from a numerous amount of sources. I'd suggest that you'd double click on that speaker icon and play with the Master Volume and Wave volume controls. Adjust the volume of your speakers as well. See which makes the most static. If your computer speakers turned all the way up and the master volume turned all the way down makes a lot of static, then it's the speakers fault. Usually you can find a combination of the two which provides adequate volume and minimal noise. Also, you might want to tick the boxes to mute the items you aren't currently using. Often, the analog line coming from the CD player can pick up a lot of static. Definitely mute the microphone. Mute Line In, Video, Aux as well and mute MIDI and CD Audio when you aren't using them. At any given time I only have Wave and Master unmuted unless I'm using the other things (very rarely). This should help a lot.

If that speaker icon isn't in your bottom right, go to Start > Control Panels > Sounds and Multimedia and tick the box to show the volume control on your task bar.
