Most likely this is an image of a disk and not an executable.
(image is an .iso, clickable all ready to install programs are called executable .exe)
If the file extension is .zip or .rar you will need to decompress the file with the proper program. (yes they are different)
Winrar (for .rar)

Decompress into a folder, now you should have an .iso (disk image)
Then you need this program, install it (restart if prompted) open program in bottom payne will see virtual cd/dvd rom, right click and select mount image. select file from location and install should occur.

What sort of file is it if its a R00 open with winrar. i dont really trust those sites it could just be a virus !! just kidding and if its and image download daemon tools and mount image !!
