zappos.com
Okay, this is the best. When you look at any boot, they list the circumference which is the measurement around the shaft of a boot that is taken at the widest part near the top of the boot shaft. Unfortunately there is no way to search by the circumference, but you can define your search by a wide foot, if appropriate, and check the circumference to see if it works for you. If you have never shopped this site, you need to know their customer service is super and the selection is great. Looking at thousands of shoes from my laptop sure beats the disappointing selection and hassle of mall or department shoe store shopping. This company offers free shipping and it comes to your door really fast, usually within one week, but I always got mine faster. Don't worry about fit because their return policy is the best: as long as you don't wear the shoe outdoors you can return for up to one year, and they pay the return shipping. But you can modify your search with price and size, it is easy!
here's a link with an example of a boot with a 15" circumference.

heres a 15 1/2 " circumference

and a super cute pair with 16" circumference.

here's a review of the last boot listed:

Reviewer: Beatrice L from NYC
Overall:5 stars Comfort:5 stars Look:5 stars
Shoe Size: Felt a half size smaller than marked
Shoe Width: Felt true to width
Shoe Arch: Moderate arch support
Fuller calf ladies rejoice! These boots are NOT for women with thinner calves, you will look silly because they really are very large. Also the stretch in the back gives another inch or so if you need it which I do. The insoles are very comfortable and the wedge keeps you very stable. I've been wearing them all day at work and I love them! So bottom line, if you are looking for a wider calf wedge boot that will have you going all day theses are the ones. I plan on buy at least two more pairs before they run out for good!

Hi, i wouldnt say shops make shoes for little people, i am little and there is no way i would get my jeans inside my boots either, it we have fat calves then we have fat calves.
If you are an quite an average hight for a woman then you may be able to find a shop that do wide fitting boots, so you will be able to correct the look that you want. But as for me there is no hope as the wide fittings ones would be to big. Unless you are stick thin i dont know how they get there jeans inside there boots.
Have you tired Littlewoods or LX direct, they do boots in different sizes. You will find some im sure you just have to shop around,
I know evans do wide fitting boots and shoes but i suppose if like me its just your calves and not your feet that are the problem they may be too big.

You could buy a pair of jeans especially for wearing with the boots. Cut them off at the right length so you just need to tuck a little bit in and secre with pins.
