For the ruthless aspect, probably China as the Chinese appear to be able to commit harsh acts in a detached manner. They also seem to accept similar things without challenge.
However, looking back to the days of Mao, the country was grossly inefficient so this does suggest there is no inherent efficiency in the Chinese.
That must leave the Japanese who have historically run their businesses in almost military style producing top quality products.

Bart's dad loves the Oompa Loompas but it's the Germans. Their workers are so efficient it's unreal and their approach to industry is equalled by only the Japanes, perhaps.

that sloppy bully boy tactics are now rarely employed,
unless of course a few uppity coal minors or polltax demonstrators or tax defying grannies threaten to get out of hand
then the most efficient system of all kicks in as the most normal thing in the world.

China - when their prisons get overfull, they simply take a few hundred prisoners at random and shoot them (really!). Regardless of the crime they committed. I don't know of any other country that does such things.
