Step by step: Enter start,control panel,security center,windows firewall. Click exception tab,in that list see if your web cam is listed and checked.If there and not checked check it your done.If it's not on that list,click Add Program just under list.On that page check list for web cam and check it and click OK.Back on first list make sure webcams there and checked,Click OK. Your all set don't change these setting's.OH ! While your in the list make sure Yahoo messenger is on list and checked,if not do same thing to it.Good luck.This will do it for you.

I don't feel turning it off is a good idea at all. You need to go into your program permissions and allow the webcam to connect.

go to security..choose firewall..turn off. or go to control panel and fine it there.under security.
