my neighbors have music on 24/7. we tried talking to them, banging on thier heads, almost everything but nothing changed.

well if they are not listening, then make your last move..
1. Call the cops - explain to the police departement that ur having a bad time with your neighbors.. ( you know what to do)
2. Sue them - you can do this also ( if this is realy going serious)
3. Try once more - try to talk in a nice way (but also mentioned that your calling the cops if they ddnt stop this 24/7 music.) if they still ddnt listen then " Make a Move!!"

Disturbing the peace, notify the local police department, if you have a home owners association (although they are mostly evil) file a grievance with them. If you have exhausted the civil routes to have it stopped then you have to go higher. Good luck Happy New Year..

Send them a letter by registered post asking them to keep it down.
If this has no effect, call your landlord or the Police.
