I am unsure by "VGA Driver" what you mean, buy I will assume you mean either the Monitor driver or the Graphics Card driver.
I was able to find the Monitor .inf file here:
http://h10025.www1.hp.com/ewfrf/wc/softwareCategory?lc=en&cc=us&dlc=en&product=92269&lang=en&
They have it for either Windows 95 or Windows 98 depending on which OS you are running.
