i struggled for months with this problem my friend,until i discovered this site..(http://www.bootdisk.com/bootdisk.htm),its a brilliant site and has all the bootdisks you will ever need,i have a libary of all windows start up disks(i repair p.c,s) and i even have the 6 xp discs which you need when installing windows xp on a p.c with no bootable cd-rom

Go to google and search or Insert your floppy disk and right click on A drive and format to bootable disk

go to miceosoft web page and type in bootable disks and it will take to the page that you want , you just have to click on the version that you want and it gives you int ructions what to do
