This is in the old covenant, so Christ's death put the new rather than old covenant in force (Col 2:14,Heb 9:16-17, Heb 8:7&13), but it may be the closest to what you ar talking about.

I don't think the problem is with masterbation itself under the new covenant. The issue would be the sexually impure thoughts and lust in the mind during or resulting in such an act. Gal 5:19, Rom 13:13, 2 Timothy 2:22, Titus 1:15

In Genesis 38:7-9
