Can anyone offer any tips for removing flour that has seemingly caked onto my brick wall? Why can't young people find better things to do

Hot soapy water and a stiff brush should work. Its the kids with ASBO's that do it, it says in the conditions of there ASBO's. Hang around shops, wear tracksuits with the bottoms tucked in socks, be cheeky and rude to others, vandalise other peoples property, be a general nusiance to the public when and where ever possible.

I hear what you're saying about kids having better things to do. A while back some kid threw a raw egg at my garage door leaving a bad discoloration that required repainting of the door.

As for the flour, a high-powered pressure wash should take care of it. You should rent a commercial grade one rather than using the regular household one. If that doesn't work, check with home depot or lowes for an acid wash for the brick. They use it to remove mortar fom bricks after installation.

What worked for me was plain old cheap fabric softener I just smeared it on my wall let it set and it came off with relatively little scrubbing.
Regarding the kids If you know who did it make them clean it!

If you use water it has to be COLD.
