yes, there is no problem with this but you may wish to put this in the hold luggage to avoid any pernickety customs or security inspection. Sadly, they may want to open the container if you take his ashes with you in the cabin in order to check there is nothing else there. I'd safely pack the ashes in a case in the hold.

By the way, there is nothing to stop you scattering the ashes anywhere you want in the UK. Technically you are supposed to ask permission if it is on public land, i.e. a park, lake, etc., but, in reality, who checks and who cares? Scatter then in private wherever you want.
