Put 'dating' into a search engine. There are loads of online dating sites.
If you're too young for that, get girl-friends of friends to fix you up with someone.
If you mean 'How can I get talking to one', see this link to a flirting guide. Guys can flirt as well as girls.
Most of the impression you make isn't what you say, its how you look. You don't have to be the best-looking guy in the world, just pay attention to showering every day, wearing clean clothes, getting advice from friends on a good hair-cut and clothes, etc, but don't get obsessed with being perfect. Try to appear confident.

on the internet (i wouldnt try this because you just cant trust anyone over internet) but its still an option
around your neighborhood (if you just go out and see if theres anybody in your neighborhood that looks good and talk to them)
girls are everywhere man....
