yes they can. I wouldn't use one for storage of precious pictures, and I'd make sure you back up to CD as soon as you can. All digital media can degrade. I had a 256MB Compact Flash that simply died, and I lost dozens of pictures.

At my shop we use the same card until it dies or we loose it. I have seen XD and SmartMedia cards die. It is debatable as to whether this is normal wear-and-tear considering we are constantly using them and taking them in and out of cameras all day.
At any rate - their rate of failure is very very small and when they do fail it is likely do to some sort of abuse. In most cases when the cards fail they completely stop working.

Corrupted images are from batteries dying before the camera has finished saving all the data (which doesn't happen too often now that manufacturers have designed all sorts of counter measures to prevent this) or the cards being taken out while storing images. Despite the unlikelyhood of either of these things happening - they do still happen.

Nothing last forever. There are a few options for making your photos safe. One is back it up to another hard disk. Or Disc. Now I prefer to print out hard copies. Still the best backup. It's not so much that they 'wear out' as if they were old shoes, but, as another answer says, they can become corrupt and unreadable. I agree you should not store your pictures on memory cards.
