Pulling out a gray hair causes two to grow in its place is an old wives tale. Only one hair grows from one folicle. If pulling out hair caused two to grow, you would think that balding men wouldn't have a problem.

No - but repeated plucking can damage the hair folicle and eventually cause NO hair to grow back.

yea need a laser to get it off or the painfull way is to burn it
