It may be acceptable but I guarantee people will be staring. You may not be arrested or anything but I think making out should be done in private. Would you kiss and lick her neck in public? To me its the same. Actually, maybe you will be arrested in certain towns. Public indecenency is a very broad term.

I think that's illegal now. I heard if they catch you doing that now that they cut off both your tongue and the person's toe you were sucking! Er...I could be wrong. At least in Turkey it is.
