'Skins' are just cosmetic changes to the looks of a program. Some skins may change border and button colors or add different effects like transparency. They offer no real use except some make the application easier to read but mostly it just lets you personalize your program to fit your tastes.
Try several. I change the skins on FireFox fairly often just to liven it up. They're just for fun so enjoy.

A winamp skin is the display you see on your desktop.

Like when you open winamp and play something then it appears in a format where you have all ur equlizer buttons and ur playlist and ur STOP PLAY FOWARD etc.

now when you change the skin you are just choosing more attractive ways or ways that suit you on ur winamp...

Example is if u want your winamp diplay to be blue with a HI FI look then you choose that skin.
