You use hair bleach. You can find them at your local drugstore.
Try Target or Wal-Mart.

The best one I have used is Born Blonde. It strips the color from your hair. Then you have to buy a toner to put on after too, because stripping the color drys your hair out. The toner will bring it back to being healthy. If your hair is very dark, it will take about 3 different sessions of doing this to get it the color you want. Also don't freak out from the color change and rinse it off too soon, remember, hair is darker when it is wet. After you have achieved the color you want, you only need to worry about the roots, the heat from your scalp will make your roots lighten faster than the longer sections.
