That hood is called an "air grabber" and could be opened and closed. They were found on several Mopar models including Roadrunners. They are extremely rare and in demand right now. I would try Year One, Hemming Motor News and although you don't want to hear it - eBay. You may be better off aquiring an entire wrecked or rusted parts car and getting the bits and pieces you need for your project than trying to find them individually.
Something similar could be built, but it would be extremely expensive.
If you're not opposed to using fiberglass, a 6-Pack hood for Coke-bottle Chragers is sold by U.S. Bocy Source at http://www.usbody.com . The model number for that is CRH-5 and it runs $429.
