I don't think you should just give him your number without him knowing anything about you first. Instead, go up and talk to him and introduce yourself. Extend your hand to him (guys like that) and be like, "Hi, my name is Victoria, I've seen you once or twice around before, but I don't know your name," and I'm sure he'll then tell you his name. Chat with him for a little while, and make sure you smile a lot and give eye contact. Then, whip out your phone number, and then ask for his. By this point he will have been so wooed by your politeness and courage that he probably won't turn down either your phone number or your request for his.

If you are prepared for a little rejection....try it! You have a sense of adventure, your sister doesn't! You have supportive friends who will back you either way it turns out. You may have alot to gain.
I did it once and it really worked out. He was a little shy and was really glad that I passed the first note.
You never know until you try!

Why not show your interest by engaging him in a conversation, that you know will keep his interest for a while. If he develops an interest in you, he may well want to keep in touch and ask YOU for your phone number. If so - great! If not then you just had an interesting conversation with someone and did not lose face...
