Okay, this is where I found the guys I was with had a problem.
I have large breasts and often times the guys seemed so scared. This one guy would move his hand when I placed it on my boob, It make me feel like a freak. Another guy refused to do anything but just leave his hand there.
Don't squeeze too hard. I had a guy do that, I swear I thought he was trying to see if they'd pop. It was awkward for me.

If I am not mistaken I would say definitely she wants you to feel her breasts. If she had on a bra then she wanted you to remove it and squeeze her breats gently. What else she might want after that is hard to tell. If you did that and looked at the way she responded it might have gone further but that is hard to say given the circumstances. You know her best.

I am not a lady, but i have experience. Try very gentle strokes at first. Get the goose bumps raised. Keep testing to see what makes her breathe hard. Good luck amigo! :o)
