I am living in Minnesota, but is it possible to sue somebody if he/she lives in New York? I don't know his address, but I got his expired passport.

just drop it. everyone is sue happy these days and people like you are probably sueing other people for no reason at all and i would send his passport back!

Yes, a resident of Minnesota can sue a resident of New York. However, to do so, you would have to establish federal jurisdiction and an actual claim. Because it is complicated and the nature of your grievance is unclear, I'm not going to even try to explain the requisites of federal jurisdiction. You need to talk to an attorney experienced and licensed in the United States District Courts (as opposed to an attorney only licensed under the MN State Bar).
