Try this.It works really well.Take any branded lip gloss[without fragrance,colour and glitter].
Apply a very thin coat of it.
or Try this
Mix
2 spoons of Petroleum jelly
1 spoon of lip gloss[as it does not vapourise]
and vitamin-E from an ordinary vitamin-E capsule.
Apply thin coats of this Mixture.
It smoothens your lips and prevents chapping.

That is also a sign of your body lacking hydration. Drink water and use medicated lip balm not that waxy stuff. And petroleum will only dry it out more. I use something is bluetube called blistex from the dollar store works really really good.

I also have dry lips in winter (even if I drink lots of water) because of the heating system in my house that blows hot air all day long. I use ChapStick Lip Balm Skin Protectant/Sunscreen LipMoisturizer SPF15 Conditioning Lip Balm that you can find anywhere. I swear they use all those words on those little sticks. I have one in my bag, one in my bathroom, one on my nightstand, one in my car, one on my desk and one in every pockets of my wardrobe. Those are the only things that taste great so my husband can kiss me no reserve...

Not all chapsticks are very effective, so you might have to try a few out. Luckily they aren't too expensive. My lips got badly chapped recently and I found that the Hemp chapstick from an all natural store near my house named "Saje" worked wonders on my lips. I don't know if the Saje stores are in your area, but if they aren't and you want to give it a try you can find them at their website:

as a cosmetologist, i have learned that petroleum products are not healthy for the skin-toxic. also by putting these petroleum lip balms on the lips,(if you do have bacteria on lips or an infection) you are sealing in that problem.

Use Vaseline and carry a chap stick with you. Do not lick your lips too much because it makes your lips drier.
