Most household pets do not age in any linear correspondence with human aging. Dogs and cats age much more quickly in their early life than in their later life relative to humans. For example, the human equivalent of a one-year-old cat or dog is actually between about 10 and 15 years—a one-year-old dog or cat has generally reached its full growth and is sexually mature, although it might still be lanky and need to fill in a more mature musculature, similar to human teenagers. The second year is equivalent to about another 3 to 8 years in terms of physical and mental maturity, and each year thereafter is equivalent to only about 4 or 5 human years.

they are not different. a year is a year. dog's do not have calanders. humans came up with dog years to help owners comprehend when their pup is a baby, teen, adult and senior, also for different care needed at these times. it's only for humans. a 7 year old dog is still a 7 year old dog in years. but depending on the breed a 7 year old chihuahua is an adult and a 7 year old dane is a senior. same as a 2 year old chihuahua is an adult but a 2 year old dane is just coming out of being a puppy and moving into the teen stage. hope that helps.

The same reason it takes a dog less time to have puppies than a woman to have a baby. The amount of time each is pregnant for is different.
