I believe learning in a "learned" environment isn't the only answer. Try to find as many English-speaking friends online (and even outside!) and watch English television shows, read English books and most importantly, talk English as much as possible!

Read, write and speak, as much English as possible: and think English, too! Read newspapers and magazines in English: write journals, diary notes in English: speak English, talk to people in English, listen to people speaking English, listen to news in English: and, think English! You will improve certainly!

make some English friend ,or better still get a n English girlfriend ,or see a lot of English movies .from England
make sure they are not Amrican or you will learn American ,which is very different.

enrol for English language courses as the teachers are trained & qualified for teaching the language. read more English books, articles, newspapers, etc & practice reading aloud on your own. interact with people in English frequently.
