You can't deny someone of a job due to a mental diagnosis, and you can't deny someone of past history of drug/alcohol abuse. It is illegal to do it, and I only know of a very few jobs where you can even ask the questions to find out if they are manic-depressive and/or have a drug/alcohol history.
