Yes, it does. I think it costs an extra $49 (I can't remember now) for expedited service and they do get it out to you in the time they say it will. It may sound obvious, but just make sure you send in everything correctly (paperwork is complete, signed, check filled out properly, etc) because if it isn't, they need to resend it out to you and this will slow down the process.

Who told you 10-14 days? the post office? Please understand that they send your application out, but they don't see how long it takes to get the passport because it's sent directly to the applicant. expedited costs an additional $60 and it would be safer to allow 4-6 weeks

keep in mind, passport agencies are slammed right now because everyone is in a mad rush to get passports. If you want to get it sooner, i would advise using an expediting company that has special relationships with the passport agencies and hand-carries your application in there. one such company is International Visa Service 1-800-627-1112. -OR- you can try to get an appointment to walk-in your application to one of the passport agencies yourself.

I have never heard of anyone not getting there passport within that time-frame if they paid the Expedite fee.

these are standards listed by the state department - there are NO guarantees as far as getting passports - they and they alone control issuances of passports - best advice - dont buy tickets until you have passport (and if necessary any visas) in hand.

I don't know what country you are refering to.

I just renewed mine recently and it came within 6 days. This is an Australian passport. For other countries, if they offer insurance then they must be pretty sure that they will get it to you in time.
