If you are wanting to make programs you will need to learn some coding, you cant just jump into a software development program and make your own programs. A good program to start out with would be Visual Basic from Microsoft. It's more visual and less programming, but you will still need to know Visual Basic Coding before you can make programs.

It depend on your skill. You may start with COBO, C++, JAVA and even Basic or Visual Basic. But mind you, those are not for those without faith in what they are doing.
