She tends to lick fingers, nose, cheek or neck, before biting. It's not a nip either, it's a bite!

I agree with the above answers. Younger cats and kittens tend to bite a lot. It could be overstimulation when petting, the kitten just playing, or maybe she's teething (13 weeks puts her in the secondary teething stage). It's normal behavior, regardless.
BUT, be careful that it doesn't become a habit. When she starts biting, say "no" firmly (but don't scare her) and stop playing/petting her until she stops. She needs to learn that biting is not acceptable playing behavior, preferably before she becomes a full grown cat with big teeth and a fairly strong bite. Habits are very hard to "unlearn".
Also, in case she is teething, you might want to get her some teething toys. Something that she can gnaw on safely without hurting anyone or learning any bad habits.

I know my 2 year old cat does that sometimes...I will be petting her and then she hauls off and bites my fingers...It may be because I am petting her to rough, or that she isn't liking they way I pet her? It may also be her way of showing affection...
She also use to lick me 3 or 4 times and then bite me as well...I think its just a stage they go through...

Every kitten I've ever had has done that too...I think it might be a method of "love...then attack!"...I think it's cute and funny. It's probably just a method of them playing while showing their affection too. Don't Worry! Good Luck!

my cat does the same thing but if I'm on the toilet she will bite my leg for not petting her maybe she just wants lots of love
