Okay i stay in texas and my parents got their tourist visa for 10 years in september 2006 in india and someone told my mom that if their tourist visa is not used in the first that is if they dont come here before september 2007 they will cancel their tourist visa as they did not utilize?

Sounds ridiculous to me and i could not find proper sources on the internet to confirm this. Does anyone of you know?? What do you think?

This is absolutely not true! Don't believe it. Some people never use their visas, because of a trip cancellation or something else. They should use it sometime in the 10 year time period, but it understandable if the trip gets cancelled. If the issue is with the fact that the visa is in the old ppt and the old ppt is expiring, then all they need to do is carry both ppts together and they're fine. I hope this helps. Greivetomorrow is absolutely right. Your parents can use their visas at ANY time during the period that they are valid - any time before September 2016. If they don't travel until August 2016, the visas will still be perfectly valid. And, by the way, since a visa is for entry rather than for length of stay, they could arrive in the US the day before the visas expire and still will be allowed to stay for up to six months.

Not True. My parents were given a Visa for 10 yrs (coming from Spain) and at the port of entry, INS gave them 6 monts for them to stay. which means they can stay for 6 mo. but then have to return.
They can tarvel as many times with in those 10 yrs as they want.

Call the Federal Government on Immigration and they will answer your question. Makes sense to me that a visitors visa would not last forever. Particularly if it is not used.
