Tara is correct as far as she goes. Still, after the prospective student finds a school and is accepted, the school sends him a form number I-20 with which he must then apply for a student visa at the nearest US embassy.

Are you in the US? If so, then you can call USCIS' Customer Service Line at 1800 375 8283

He would not necessarily have to contact the US Embassy or Consulate for this visa. He would need to find a school that accepts nationals of his country. From there, you could contact that school's Designated School Official. This person handles any and all foreign relationships at the school. After the DSO is contacted, you should be able to give your friend any and all of the information he needs. If possible, when you contact the DSO, have your friend on three way calling because he or she may have to get permission from him before theyll be able to talk with you about his personal information.
