they offer free taxi rides home,,that's about it,i live in a small town,.happy new years.

The Chicago Transit Authority(CTA) offers rides for just a penny a ride, from 8pm, New Years EVE(NYE) to Early AM New Year's Day(NYD), also there will be plenty of taxicabs, and Metra commuter trains at reduced/special fares.
This will be especially vital, because not only will there be liquored up revelers downtown, but equally liquored up Bears fans leaving the rescheduled Bears-Packers game.
As a result extra trains and buses will be made available at the penny fare rate.

Wow. I thought you were joking, but some towns do offer stuff huh?! Here in NZ nothing on offer, just extra Police on the roads to catch the drunks. Hardly proactive huh! Be safe all, happy new year.
