without downloading the Windows online protection package?

If u using Windows XP, update your windows explorer to Explorer 7. Than using tool configuration at the top panel of explorer 7 can used for pop-up blocker thing.

Google and yahoos toolbars have built in pop up blockers otherwise id advice changing to firefox as it has pop-up blockers built in and works better than IE.

IE6 & IE7 both have an integrated pop-up blocker.

Just go to "Tools" ... I believe it's the first or second item on the drop-down list.

Pc tools is good but switch over to firefox and you will get no popups.

get Firefox, it stops popups and nastier things like hijackers etc etc
you can try Firefox without uninstalling Explorer and see how you like it.
