US immigration law is built around certain types of relationships, NOT based on income. And admission of immigrants is not done by any manipulation by USCIS, but strictly in accordance with the US Immigration and Naturalization Act.

While it is true that buying or creating a business in the US is one valid immigrant category, 99% of immigrants to the US are of low or moderate income, either DV winners or the family members of US citizens or green card holders.

In 20+ years of visa work, I can count on my fingers and toes the number of immigrant visas I have issued to people who would be considered wealthy. The thousands of others were ordinary people; most of them, by comparison to US income and living standards, would be considered very poor.

Although I understand you are looking at it from the humane side, selective immigration policies are adopted on a much wider and deeper scale by most countries. It makes sense to give a better imigration chance for people who will help your own society. As a non American who has no intention of migrating there, I find it reasonable and actually think that a policy in the lines of Canadian imigration policy would make even more sense.
