Do a web search then Get a large group of dog people together to sign a petition. Do a check on what parks have available in space so you are prepared for location questions, get an estimate for fencing, a table or two and a water fountain or spigot and a couple of trash cans as well as have a sample prepared of a RULES AND REGULATIONS sign and go to a township/city/town hall meeting. Every town/city has them. Before the meeting try to have an answer to every possible question someone against the park may have. Remember it doesn't have to be a specific dog park. A lot of times sections of open land in public parks are used to make a dog park. One More thing - check with the township/city treasurer to find out how many dog licenses are purchased each year to give you some specific figures on the number of dogs in your area, unless it's a neighborhood thing, than you can get that info when you try to get the petition signed. One more thing, if your town/city hall has a parks and recreation department then check with them to make sure you know of all the parks. Where I live, every development has to either pay out a certain sum or provide a parcel of land to be used for "community" things. Well we end up with a lot of empty lots not desirable for building but are perfect for this type of thing, however, unless you've recently built a house you would have no idea this exists because it's only been in effect for the past 5 years of so. Sometimes the developments go after their commissioners for grants to turn them into all types of parks.

Contact State Rep and other in government jobs, it does help. Also get petitions going as many signatures as you can get. Go to a civic assoc. Someone may be able to direct you in the right direction. When voting time comes around ask Ward leaders and Committee people. They know the offices to contact.
