As far as I know, you are not to be using any infant/toddler car seats or booster seats in the middle seat of a car unless it is with an adult safety belt. Here is a link to a very helpful website that you can use to help you find the information that you are looking for. http://www.keepkidshealthy.com/WELCOME/safety/car_seats_safety/

I have a car seat that goes over 40 lbs.
It goes up to 65 lbs with the 5 point.

YOu can use many different seats, Graco has a good booster seat that is height ajustable they are about $30-40 and they sell them at most big stores Toys R us, Target. Also Eddie Baure convertible seat is great it is also height ajustable and has the 5pt harness but will work with just a seat beat when your child is ready for that.

in my 15 yrs teaching preschool I have seen two kids die (35 mph crashes), and five hurt wearing seatbelts instead of being in car seats. These kids were around 40 pounds, and they need to be in a convertable seat or booster. seatbelts just don't hold them down.
