Hi, I would start with The Gimp.. it is good but I somehow didn't get on with it so up to you. Still it is free and it is the best for pure editing. http://www.gimp.org
Second I'd put Irfanview, this program is now part of my standard package, meaning it gets installed on all my PCs, even before the anti virus, multi media codecs and other necessary programs.

then I love Picasa as it is *magic* for a ton of other stuff, especially organizing and together with irfanview and Photoshop I need nothing else. Of course Picasa is free:

Not free:
Paint Shop Pro 7. Newer versions (8, 9, X) ofcourse have more options but they are much much much slower. (Why buy an expensive, fast PC and then install slow software on it?.)
On my P4, PSP7 is fast enough to use it as the default image viewer. One second (except for the first time, then it's about 5 seconds) after opening (doubleclicking) an image (like from harddisk), you can edit it. That's not possible with the newest, biggest, 'best', harddisk&plugin-hungry graphics software versions.
Photoshop is very expensive. And has hardly (if any) pre's over PSP7, for normal photo editing.

Try Microsoft digital image suite 2006, they have a trial version on their site. But if you want to buy it, it only cost about 40 bucks. Plus it's easy to use, if a 50 yr. old newbie can use it, i don't know why you should have problems.

Gimp. That's a cool one. You might have to google for the name or Download.com might have it. But it's a cool photo editing program and it is free.
