It could be a Baker's cyst, but you need to see a doctor for diagnosis. I can't see or feel your knee from here.

This may be a sight of a clot in your leg also called deep vein thrombosis(DVt). DVT may occur without obvious symptoms and may be difficult to detect. Up to 50% of DVT incidents may produce minimal symptoms or are completely "silent."
Contact your doctor if you notice:
Pain, redness, tenderness, or sudden swelling in the leg
Skin that is warm to the touch
Seek urgent medical help if you experience any of the following:
Unexplained shortness of breath
Chest pain or breathing
Rapid heart rate
Unexplained coughing
Coughing up blood

It really depends on what it looks like. It kind of sounds like a bug bite. Is it red, itchy, burning? Usually those symptoms mean that it's inflamed, which is your body's natural reaction, called the Inflammatory response. If it is in fact a bug bite, try some Benedryl, that usually helps. It has antihistamines to help it to not spread, and sometimes it has a drowsiness effect, so it can help you sleep if it's bugging you that badly.

Could be an ingrown hair do you shave your legs. try rubbing some alcohol on it to dry it out.
