You ask a good question. God does want us to forgive. The limitation, however, is that no one has empowered us or granted us the permission to forgive for others. Thus Saddam hangs w/ no forgiveness from those he killed.
This was a big issue after ww2 and could the Allies forgive Germany for the Jews.

You do err,not knowing the scriptures. The Old Testement is full of orders from God to kill whole races of people. King Soul lost his kingdom to David because he refuesd to kill women, children and cattle. In fact these people that were left alive by Saul are the ones who cause all the trouble in the middlle East now, or their decendants are, that is why God wanted them wiped out.
Even the New Testement does not forbid killing. Romans chapter 13 is a warning to obey those in power because the powers that be bear not the sword for nothing.

If in fact he had all those people killed, which indeed he did, then in this case "eye for eye" should apply. Its indeed allowed even under the Christian system of things. Jesus said to "pay Caesars things to Caesar & pay God's things to God"--Why the application is because Jesus showed respect for the authority of Caesar or the superior authorities allowed by God.
The Apostle Paul put it this way:
(Romans 13:1-4) “13 Let every soul be in subjection to the superior authorities, for there is no authority except by God; the existing authorities stand placed in their relative positions by God. 2Â Therefore he who opposes the authority has taken a stand against the arrangement of God; those who have taken a stand against it will receive judgment to themselves. 3Â For those ruling are an object of fear, not to the good deed, but to the bad. Do you, then, want to have no fear of the authority? Keep doing good, and you will have praise from it; 4Â for it is God’s minister to you for your good. But if you are doing what is bad, be in fear: for it is not without purpose that it bears the sword; for it is God’s minister, an avenger to express wrath upon the one practicing what is bad.”
If you notice in vs. 4 the thought of the superior authorities(authorities of nations etc.--of course this is relative to God's carrying out his justice above any nation)bearing the sword is for a purpose justifiable action.
Forgiveness has to be based on repentence! Has Hussein even shown any concern for any of his murders, not one.
The pattern of murders & other atrocities might have been curtailed if in fact proper justice against those who have been serial murderers and much more:
(Ecclesiastes 8:11) “11Â Because sentence against a bad work has not been executed speedily, that is why the heart of the sons of men has become fully set in them to do bad.”

God loves justice. Unjust killing is wrong but God gave the sword (capital punishment) to the government to stop evildoers.

His death will be a message to all the other thugs of the world. Just think of all the lives that would have been saved if he would have been hanged a long time ago.
