Probably too complex to resolve here?
There would still be a concept of good and evil even without religious information. Would humanity govern itself by submitting to a rule of law based upon what is good or regress into savagery ? That may depend upon what those in power adopt as a standard.
Even without the written word all of nature demonstrates God's presence and power. Ultimately we could expect that God's presence in His creation would inspire some people to seek His way while others would rebel. Making it unlikely that any code of ethics would unite the disparate masses.
A sense of right and wrong, fairness or unfairness will always exists. If so there must be some source of morality. If there is such a source there needs to be a Creator that has always been.
