When I was 16 I wore size 12 shoes, but now (23) I am fitting comfortably into a size 8. I've heard one can drop a shoe size if they lose a lot of weight, but that has not happened to me, I've stayed at a constant weight over these years. Could it be possible that my feet have shrunk?

No, you haven't shrunk. Different countries use different measurements in shoe sizes.
